A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, SUPPORTING THE REQUEST OF ITS CITIZENS TO HOLD AN EMERGENCY MEETING IN SAN CLEMENTE COUNCIL CHAMBERS TO ADDRESS RECENT SAFETY ISSUES AT SAN ONOFRE NUCLEAR GENERATING STATION.

    WHEREAS, the MIDCYCLE PERFORMANCE REVIEW of September 1, 2009 issued by the NRC reprimands SCE for continued safety violations (see attached); and

    WHEREAS, whistle blowers are purportedly being punished by SCE for exposing improper welding procedures and reporting a culture of fear other employees face when reporting safety violations; and

WHEREAS, a senior ranking administrator has anonymously reported that a conversation was overheard about taking short cuts on the ?Functional Hot Testing? procedure for the new generators, to make up for delays due to poor craftsmanship; and
WHEREAS, the generators being installed in Unit 2 were built in parallel with those being built for Unit 3 which have now been found to be faulty and require being disassembled and repaired in the Mitsubishi factory in Japan; and

WHEREAS, on December 15th, 2009, the LA Times reported that a backup generator failed to start over the weekend at the San Onofre Nuclear Generating Station, triggering a low-level emergency known as an “unusual event”; and

WHEREAS, on January 13, 2010, the OC Register reported that ?When plant workers recently were inspecting the welding around the two 640-ton steam generators, they found air pockets in some of the welds on one generator; and

WHEREAS, on January 19, 2010, a false siren alarm caused hundreds of panicky residents to try desperately to find out what to do next, exposing the truth about our lack of preparedness, and the real possibility of mechanical failures; and

WHEREAS, S.O.N.G.S. sits next to the Newport-Inglewood fault, which gave us a 4.7 earthquake last year, and experts have long feared would produce a devastating temblor; and

WHEREAS, these matters of safety are of such consternation to the citizens of San Clemente we hereby request SCE to refrain from starting up Unit 2 with nuclear fuel until questions have been adequately addressed, that SCE distribute fresh iodine tablets to the general population and give advance public notice when the new generators plan to be activated. Furthermore, we request that an independent third party set up a Hot Line for anonymous tips about safety concerns to be made available immediately and promoted within the entire SONGS workforce.

NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:

Section 1.  That the City Council of the City of San Clemente does hereby determine that the date for the televised S.O.S./San Onofre Safety forum, will be held in the San Clemente Council Chambers on (TBA). Questions about safety will be submitted in advance so the appropriate panel of experts will be selected and prepared to discuss them at that time, ?on the record?. The questions will be asked by a moderator with audience participation to follow.

Section 2.  The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
