As I said when the steam generator tube leak first started ?This is a big deal? It is not impossible to imagine that SONGS may not restart. This is unprecedented in the nuclear industry. I suspect it has to do with metallurgy as the major difference between the old steam generators and the new are the old one?s had 600 Inconel tubes and the new one?s have 690 Inconel tubes. Generally what happens in inspections is they take a portion of the tubes (100) and pressure test them to 3 times RCS pressure. If a failure occurs then they test say 200 more and so fourth and so on. The NRC has a AUGMENTED INSPECTION TEAM there today. That is not good for SCE . The NRC most likely will not allow either plant to restart until the extent of the problem and the root cause of the problem is understood. Your position should be that you insist the the root cause and ?extent of condition? are understood and independently validated prior to start-up. The rumor is if the plant restarts they will sell it to Entergy. This is not in anyone?s best interest.
